Located in the Northwest quadrant of Planet New Tropoli, the Northwest Piracy remains a cold hostile society with little to no form of government. Everyday seems a struggle for its inhabitants who mainly consist gangs of thieves, murderers, looters, pillagers, and pirates. They sleep at night under the shambles and remains of a once functional nation. The inhabitants find warmth by burning anything they can find in this broken concrete jungle. They mainly share loaves of bread and whatever other edible resources the NTHC irregularly deliver. While at constant war with their neighbors to the south, their lack of organization of any kind ensures their submission to the rule of the New Tropoli High Council.
